Travel money ordered online not delivered

Hi,
Not sure if anyone can advise at all here - I can't find anything specific online.
I ordered travel money from TravelFX several weeks ago which has not been delivered. It was sent Special Delivery by Royal Mail who have said that it has been delivered, but they do not have a signature for it.
I have tried to get a refund from TravelFX who have said that it has "been delivered" so there is no basis for a refund, so I have threatened court action under Distance Selling Regulations. They've just come back saying travel money is exempt from these regulations, and I can see that "Financial Services" are exempt, but wasn't sure whether this counted as a financial service or not, and if so, whether I could be covered by another means.
Any help much appreciated, currently out of pocket by £1000 because of this
