    I would send that image off to the dvla as a complaint, the driver is only entering into an alleged contract, keeper liability comes in after as coupon says

    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

  • I have spoken to Asda customer services manager today gave him the circumstances of receiving my NTK at first he did his best to fob me off however I stuck at it he eventually conceded the parking issues were a problem not just for their store but others at the site. Asda have apparently tried to purchase the car park from the land owner but failed. He eventually agreed that if I sent him a copy of the NTK he would pass it to his manager and he would email it to NGP and try and get them to cancel it. However he is aware that in recent attempts NGP have rejected them. I therefore don't hold out any hope of this route and am now awaiting the opportunity to appeal to POLPA. It seems this to May not happen as recent posts suggest NGP are using a tactic of not providing a POLPA code.

    I think it is highly unlikely they will be the owners of the land see my other comments on this in other posts. Most of the retail parks are owned by Investment Companies. So you need to ask them in your letter for the contract between them and the land owner/agent. Approaching the agent is more likely to get a result.

    I think a lot of staff in stores are confused about ownership and who is contracted by the land owners or their agents to "farm" the parking.

  • You are correct there are approximately 12 retail stores on site including M&S Costco, ASda. I've spoken to management at Costco and ASda they are not aware of who the owners of the land are, I have requested this info in my letter to NGP challenging the NTK. Interestingly I spoke to the customer services manager who stated the first 2 hours parking were free I reminded him it was in fact first 3 hours are free. Clearly he doesn't know what's written on the signage in his own car park.

    Have you tried finding the owners by googling? Where is the site if you don't mind saying?

    As I've just said on another thread these companies at some level must know who their lease is with surely?! Or who they contact if there is any kind of site management issue?

    I did find this which may or may not have your Retail Park on but it maybe a useful link for people trying to track down owners/agents as they do own a lot of land!

  • I googled the site as suggested and have found PMG developments as being the developers don't know how to hyperlink, have a look see what you think.
  • The developers are not really relevant now, as far as I can see Cardiff City Council have the land on a free lease from the Council and they built the Football Stadium and the Retail park. The Council own the freehold to the land. Now one would assume from that means Cardiff City get the revenue from the sub leaseholders i.e. the retailers.

    I've only got involved in this in the last couple of days but it has been a real eye opener on land ownership and management! Plus what is clear to me increasingly that parking restrictions and PE are probably causing far more losses to retailers than people do by spending an extra hour shopping!!

    12 shops with only 3 hours. So people have to prioritise rather than having the freedom to stroll around them at their leisure.

    I'd phone Savills and ask them if they manage the park which I suspect they do.
