Ticket from County Parking

Hi, I got a windscreen ticket in an industrial estate from County Parking. At about the same time I moved house, and I ignored the ticket. I was parking to visit a company in the industrial units and just parked in the wrong place - didn't see the signs as they were blue and attached to a warehouse wall which is also blue! Anyway I thought as I was visiting the premises I'd be OK parking there.
I've heard through the grapevine that there's a few letters that are starting to look official at my old address (the new tenants don't forward stuff on very often). I'm guessing that these are from the PPC, and they contacted DVLA before I changed the info on my V5.
None of them are registered post or have any other Proof Of Delivery, so where do I stand?

Their letters always look official, after all it's easy to do with any word processing software. Doesn't mean they are, though.
However, the one thing you don't want to miss, no matter how unlikely, is a genuine Letter Before Claim or official court papers, because then, and only then, must you act. It gets a right royal mess if they issue proceedings, you are unaware of this, and you end up with a default judgement and a CCJ you were unaware of. It's possible to overturn, but is hassle and costs money. (As I said, this is not likely, but always possible. Don't think County Parking have ever taken it as far as court, but who knows.)
Best thing is to set up mail forwarding to your new address, so you don't miss anything important.0 -
Thanks for that. Does the fact that I never got any of the letters mean I could set the clock back to zero and do a PoPLA appeal?0

Actually you could only have done that if there was never a windscreen ticket, but the driver has had their chance to appeal with that. So no, not recommended at all.
Check to see if the Notice to Keeper (first letter) is still in date to appeal and (when you get the letters) consider appealing anyway, as registered keeper, as suggested in the sticky thread 'newbies, read this now!'. Only if in England/Wales.
Show us that NTK when you get it please, front & back and we will see if there is anything to give you grounds to complain to the BPA and get it quashed that way.
