I'm far from knowledgeable about sheds but both sheds my parents owned were always treated by my dad with creosote in order to waterproof/protect them.

Is it something like that perhaps?

Creosote is a preservative, it's not going to stop water ingress if there are holes/cracks/voids that allow water to enter.

Where is the water coming in, if the roof then clearly the felt is faulty somewhere.
