debt recovery plus

Received a demand for £140 for unpaid parking charge, I'm in Scotland, alleged offence happened in Scotland. It was for 26/07/2013. My car was in the carpark that day but shopping complex was shut due to flooding. There were no signs to indicate what was going on. Can't understand why they would expect people to pay to park when you couldn't access the shops. I had 2 letters from civil enforcement ltd which I've already ignored.

    Well debt recovery are not going to do anything but write threatening letters, and as there is no keeper liability in Scotland CEL don't even know who was driving, so ignore them as well, unless you get a letter before claim, then come back here for further advice.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    Thanks for replies, from the letter either they don't know the registered keeper doesn't apply to Scotland or more likely they hope I don't know.

    It's the latter, they know there is no keeper liability in Scotland. They will try and intimidate with legal claptrap though

    Your next letter will be an offer of a discounted deal to settle - then you'll bear no more. Oh how I laugh when I see the 'Protection of Freedoms' reference.

    Mine was not to pay - and after letter 4 they gave up.

    It was Oak Mall Greenock, I've used it before but usually pay on way out. They were allowing people to pay in advance for parking even though they knew there was no access to shops due to flooding. There wasn't a sign anywhere to indicate why shops were shut.
