asda parking fine

can some 1 please help me i shop at asda supermarket in Leicester my wife has terminal lung cancer and as a blue badge but with all the worry i forgot to put it out on this day 12/10 2013 when i returned to me car there was no ticket on it but someone must have taken it off because i have just received a parking fine though the post from smart parking for £70 and now my wife can not work i will find it hard to pay this

As well as reading through the link provided by kirbyinfurnesslad, which contains fantastic advice, I would go and see the manager at Asda and explain about your wife's condition and press him to get the charge lifted - he has the power to do that.
You need to see the manager, not the fob-off frump on the customer services desk. Take the blue badge and any recent Asda receipts and tell him that as a regular customer of his, you don't expect to be treated like this. I'd be utterly flabbergasted if, given your circumstances, he refuses to help you.

You won't be paying it!
Just do a simple appeal online to Smart Parking and complain to the Asda store manager of course. Does the letter actually state what the contravention is? Smart Parking have recently used Notice to Owner letters after an alleged windscreen PCN, where the letter doesn't given the contravention details. Does yours?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

thank you all. i went to the store today and they said they will cancel the notice for me but can take up 3 weeks i did tell the there was no notice on my car and they said there been a problem with a few of them0

I agree with this, but I am a cautious person so I would actually put as my appeal point that I have talked to the manager and obtained his agreement to cancel the ticket, but add that if SMART Parking are not prepared to accept this as an appeal point, then you require a POPLA code.
The reason is this. If the manager either forgets or is unsuccessful in his cancellation request, you don't want to miss your POPLA fall back.
You retain some control of the process if you do as I suggest, although I do hope that it doesn't come to that.0
