I was back over near the car-park where I got my PCN earlier today and had another look at their signs. It say on a bit towards the bottom of the board that CM Services Ltd work on behalf of Emcor UK Ltd, a Facilities Management corporation
It's probably them that own or maintain the premises.

We have discovered they have been kicked out of the BPA so have a look at the suggested sort of complaint letter mooted on this thread:

If you have a look on the Emcor UK Ltd website, along the top 'contents' bar, they have what they term a CSR (Corporate Social Responsibility). I doubt that engaging a bullying, over zealous ticketer, waiting to pounce on the unsuspecting public, will sit well with their CSR.0 -

:T:T And wait till they realise that means their car park firm is unable to 'manage' the parking at all as they cannot even get DVLA data.
