husband got a ticket but they sent it to me, do i have to pay?

a council car park where he is an employee, his pass was out of date, he got a ticket, didn't tell me - *I* now have to pay full price as the car is registered to me

When did he get the PCN ? And when did you get the last letter? Need to make sure you are in time to appeal this. You might as well now as it cannot go up further than it is, and with help you have a fair chance of winningWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

If it's a council issued ticket you will be best asking on PePiPoo as they have people who specialise in council tickets.
You will have to provide more information than you have here, such as date of event, windscreen ticket or charge in the post (date), any other correspondence? You will also need to scan any paperwork you've received and upload it there. Here's the link to PePiPoo forum:

There's always grounds for appeal, many not obvious if you've little previous experience of parking charges. PePiPoo will guide you through them.

You're in a strong position here. He's the one who made a mess. He's the one who should be worrying about it, researching it and ultimately sorting it out, whether that means paying it or going through all the labour angst and hassle of an appeal.
