I have received a PCN for an 'offence' at a Leeds retail park.
It is dated outside the apparent 14 days' period after the alleged offence.
Can someone please give me advice on what to do with this PCN - pay up, appeal it or ignore? Or another option?

So the notice to keeper is dated more than 14 days after the parking date yes? If so how long after and does it mention the protection of freedoms act on their letter?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Well they don't comply with that as the notice to keeper is late. So appeal to them stating that you are the registered keeper, and you are appealing on their NtK not complying with pofa 2012, their charge is not a genuine pre-estimate of loss, their signage is not compliant with the BPA Code of Practice, and not enough grace period was given to leave the car park.
Don't admit who the driver was at all, and once they reject that come back here for help with the popla stage of the appeal. No mention of the protections of freedoms.
CEL have stopped bothering with POFA 2012 I think so they can only pursue the driver, so appeal as THE KEEPER of course! As per the advice above and the link already given to the sticky thread of advice I started the other week.
Your case is no different except it's easier to win for a registered keeper who stays schtumm about the driver. Of course you appeal and use POPLA to quash it.
Also what happened then when you complained to Leeds Retail Park?! As you would. As per the advice on the linked thread already.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
