University of York Parking Fine

Hi,
I got a £50 parking fine at my university (York) for staying too long in a 60-minute stay zone. I feel this is grossly excessive as if I'd had the opportunity I could have moved my car to an adjacent car park for £2. I have read the sticky threads on the forum and understand I should wait until I receive the NtK. I just wanted to clear up two points first: 1) they are calling the ticket a 'civil parking notice' - is this the equivalent of a PCN? 2) I have seen conflicting advice about whether I should complain to the university before I receive the NtK. The trouble is there is no mention of a PPC on the ticket, and so if it was issued by the university itself then I'm worried that if I go and complain I may be admitting that I was driving on the day. Any help or advice would be greatly appreciated.

The university of York are approved members of the BPA and therefore you should wait for NtK and proceed thereafter as directed in the sticky at the top of the forum.
Their website http://www.york.ac.uk/admin/estates/transport/parking/cpn.html details what grounds they will allow appeals on so if you can elaborate on 'if I'd had the opportunity I could have moved' then the advice might be to challenge it now. My instinct however would still say wait for NtK, then challenge.0 -
Thanks for your reply. I had an unofficial meeting which I doubt will be sufficient as a reason for appeal, so I'll just wait for the NtK and take it from there.0
