What can i do???????

I got three (3) parking ticket in quick succession at the same spot.

I paid for parking using my phone so I did not display a ticket but they (the council) advice to use the phone if we do not have coins at the time of parking

When I got the first ticket ( which is the problem now) I send an email to the council (lewisham council in London) and they say I should wait till I get the "notice to the owner". (the car belong to my friend)

The three notice to the owner came but I was working out of London.

When I came back I send my phone records and bank statement (showing the deductions) to the council together ( i.e. the three PCNs) using recorded delivery.

But they just send "Charge Certificate" increasing the charge on the first ticket. (As It has past the 28 day gap before I send the challenge)

Please advise me for the contravention did not occur in the first place because i paid for the ticket(s).

You're better taking council PCNs (real PENALTY Charge Notices) to Pepipoo.

As bod says you are better posting this on Pepipoo. However, I have this problem a lot with our Van drivers. I was told by Westminster Council that it takes the system between 3 and 5 mins to update once a parking by phone payment is processed. Meaning that although you have paid, the CEO's system has no record of the payment.

In most cases I just e-mail the council with an informal appeal, including a copy of the reciept and they cancl the PCN straight away.

By the time i send the challenge to the 3 PCN together one of them is out of the 28 day period so i guess they just ignore my evidence.
