Smart Parking Ltd - Scotland

Hi,
I apologise if this has been a previous topic of discussion, however i require assistance on a matter i do not have much knowledge on.
I received a hefty fine from Smart Parking Ltd,
Contravention: No valid permit.
I was visiting a friend, and felt robbed, so i chose to ignore (cause i'm stubborn). Anyway, yesterday i received a letter from Debt Recovery Plus Ltd claiming i now owe them almost double my initial fine.
Question - Should i continue ignoring? Court action will be taken into consideration and this has left me pooping my pants.
Also, i hear that the rules differ in Scotland? If so, how?

Have you contacted them at all?
Are they writing to you as the registered keeper?
Is this a specific PENALTY Charge Notice? (i.e. Smart are acting on behalf of the council. Unlikely but you never know).
If the answers are No, Yes, No then continue to ignore - there is no keeper liability in Scotland. (Protection of Freedoms Act 2012 only applies to England and Wales).0
