PCN now letter from Roxburghe

Sometime in September I (as the registered keeper) received a PCN through the post from a PPC regarding a parking offence by my car at the start of August. I ignored it as I had done in the past (I'd had one from a similar company the previous year).
I have now received a letter from Roxburghe which is threatening court action if I do not pay. This is only the second letter I have received since the alleged offence.
My car is insured as a 'fleet' car (though I own it and I am the registered keeper) so there are around 14 people who could possibly have been using it at that time.
I am a bit confused about what I should do in this situation as now I am seeing on this forum that I should not ignore tickets from PPCs as I am liable as the registered keeper.
Any help would be much appreciated.

  • We need a little more information to go on:

    Which PPC is it?
    Actual date of parking event.
    Where the parking event took place
    If you live in Scotland.
    Was there a windscreen notice to driver or did the first notice arrive in post and dates.
    Confirmation that you were NOT driving on the day - work out who the driver was.

    There are also plenty of other threads with posts regarding letters from Roxburghe and company cars.

    FYO Roxburghe have no authority to collect money from you and will have to refer the matter back to their clients to proceed any further.They are currently under investigation by the OFT with their renewal licence "minded to refuse"

    You may also receive further letters from BP Collins solicitors or JMW - again search these threads for info.

    Come back with your answers to the questions above after reading some info and further assistance will be forthcoming.

    If this was ParkingEye in England/Wales, I would urgently write and name one of the drivers who is forum-savvy enough to be able to take our advice on appealing it, because that driver will then be sent a PCN and can get it sorted with our help.

    Actual date of parking event. Don't want to give this as it may help identify me. The parking event was in early August.

    So do I continue to ignore or should I contact Excel Parking Services and what do I say?
  • I've been doing a lot of reading on the forum and I think what I need to do now is the following:

    - Complain to the manager of the retail park about being a genuine customer and getting harassed and ask that they cancel the ticket. The ticket was because I overstayed, but I can't prove that I was shopping as I have no receipts as I was mainly browsing (a few days later I went back and bought what I had been looking at). My ex-partner bought a couple of things on the day of the parking event but doesn't have receipts. Is it pointless to do this at the stage I am at?

    - Write to the PPC without implying who the driver was. Saying the driver did not see sufficient signage etc. Also ask for a POPLA code in the event my appeal is rejected.

    - Write a POPLA Appeal and show it to you guys to critique before sending it

    I also can't find my original ticket or the first letter (NtK). Is this a problem?

    You have missed the timescale for POPLA unless you were not the driver and can tell Excel who was. ;) Heavy hint! You know, a friend who may live at your address or a compliant relative.


    That should reset the clock and you then have access to POPLA adjudication service.

    Other than that, you wait it out for a succession of letters from debt collectors and fake solicitors and hope the PPC doesn't do court
