  • I am all for fighting VCS but where in the uk can you pull up, park pick up or drop off in a bus stop or a restricted zone? It just invites unwanted trouble, seeing as the airport has 15 mins free to use as many times as you want I don't see why you still do what your not supposed to? I just think it is daft, human nature in some people make them ignore rules, without rules what would we be?

    The point you are missing, illumina2216, is that if VCS made sure it was clearly signed with copious large, illuminated 'clearway' notices facing traffic along the route, people would know not to stop.

    These private firms know exactly what they are doing by painting a few lines on a road (which can't be seen in the dark) and then not bothering with clear signs suitable specifically for 'moving traffic' in a no-stopping zone. No 'rules' are communicated properly at all, which is why so many people fall into the 'trap' (which it is). The local MP agrees with us. POPLA agrees with us because VCS fails to sign the area as per the BPA Code of Practice 'rules'...without rules what would we be?!!

    The Airport is clueless though, and say 'Anyone caught parking where they shouldn’t could face a fine of up to £100'. A fine from a private firm...can you 'get over' that, illumina2216? After all private firms can't fine anyone, it's trite law...without rules what would we be?!!

    Plus the recent court case where VCS took someone to court and lost because the motorist had stopped for less than a minute because of engine trouble.

    It was never featured on PPP , only on here, and the OP did not give any more details regarding case numbers etc.

    You can drop off & pick up in most places on regular roads including Urban Clearways & on double yellow lines. Where you cannot stop to pick up or drop off on the public highway is properly proscribed by traffic regulations with appropriate signage & road markings. It's not appropriate to try & twist contract law to implement a similar regime on private land. If there are good reasons for not allowing cars to stop to drop off & pick up on the airport roads then the airport operator should regulate it by use of bylaws.

  • Having rejected my appeal and issued a POPLA code , they then didn't even bother to contest my POPLA .

    many thanks to all who contributed info in this forum.

    My grounds for appeal were punitive charge,unclear photo of number plate during the 14 second timing of the alleged stop, operator needed to prove they have the authority to issue parking charge/relevant land stuff

    Appeal result

    The Operatorissued parking charge notice number xxxxxxx arising

    out of apresence on private land, of a vehicle with registration mark

    xxxxxx.



    The Appellantappealed against liability for the parking charge.

    The Assessor hasconsidered the evidence of both parties and has

    determined thatthe appeal be allowed.

    The Assessor’sreasons are as set out.

    he Operatorshould now cancel the parking charge notice forthwith.

    Reasons for theAssessor’s Determination



    It is the Appellant’s case that theparking charge notice was issued

    incorrectly.

    The Operator has not produced a copyof the parking charge notice, nor any

    evidence to show a breach of theconditions of parking occurred, nor any

    evidence that shows what theconditions of parking, in fact, were.



    Accordingly Ihave no option but to allow the appeal.
