Being charged for a service I haven't received

Hope all is well
Can anyone please advise me? I've been using the dash parking services via my mobile instead of the tempramental parking machines at my NCP tube car park. They used to charge me an extra 10p service charge to do this but the last few times they have been charging me an extra 20p. I checked the website and the additional 10p is apparently for a text reminder of when my parking expires. Strange as Dash have not text me since the 29th October. I just phoned their customer services and asked for a refund for the money I've paid out but not had texts (it may only be 10p a time but its the principle in my eyes!) and was told they cannot refund me, because they don't have any means of doing so, is this legal?! It seems a bit off to me as I can prove I've not had any texts from them and I doubt they can prove they've sent any!
I need to email their customer services but would be good if anyone can help with legal jargon so I appear to know what I'm talking about :T

If you don't understand legal jargon, don't use it. Just keep to the facts, providing dates you have used the service, what you've paid and what parts of the service have not been provided. And, of course, what you expect them to do (refund of X x 10p for the unsent/unreceived texts).0
