Virgin Media;no dolby digital on ITVHD?

I was at a friends house yesterday and watching itvhd channel on VM Cable appears not to have dolby digital sound!?!? On VM Cable the soundstream is just normal DVB MPEG stereo, and I adjusted the box settings to decode and reproduce DD sound (still makes no difference though). But if itvhd on satellite carries a dolby digital bitstream and itvhd on freeview carries a he-aac bitstream (and both outlets are capable of 5.1 sound) then why not VM Cable? I would have though it would have carried through as the same multichannel capable bitstreams as carried by freeview and/or satellite unless VM's cable head-end receivers are only capable of picking up the non DD/HE-AAC bitstream component OR their cable head-end receivers are tuned to one of the Astra 2 satellite feeds that doesn't carry Dolby Digital sound (and not all ITV regions on Astra 2 have the DD audiobitstream at present). All other hd channels on VM Cable carry a dolbydigital bitstream. I find this odd.
