Umbrella company and council benefits

Wondered if anyone has been in this situation.
I am employed by an umbrella company, but my last assignment terminated on 31st october.
Since that time i've only been working on my business partnership, which is low income.
I applied for housing allowance and council tax reduction on 1st november.
The council are asking for my P45 from the umbrella company.
But the problem is that I still have some productivity payments to come through at the end of November, so I can't resign from the umbrella company yet, otherwise I won't get them.
I have a letter from the umbrella company confirming that my assignment stopped on 31st october. Does anyone know if this should be sufficient.

probably not as they are looking for proof of earning i.e p450

It may be useful to tell them that you expect a performance bonus for the period x to y (that is - in the past) - but not any future pay.
Supply copies of your bank account, with the payments gotten already highlighted, and say that you will supply further copies of statements as available, and notify them when the payment for the past period is paid, or if the situation changes, and you expect further work.0 -
