Tower Hamlets Homes Parking Fine

Hi people, I have received a parking fine from Tower Hamlets Homes today, I was parked in a estate bay and received the fine, it is actually a 'civil parking charge' and I believe they have hired NSL to enforce tickets for them?

I do not want to pay this £60 fine but im not sure if I should ignore this as I never ignored one before

  • Can you clarify what you mean by a "civil parking charge" - Do you mean it is a penalty charge notice for a breach of on-street parking terms or a parking charge notice for parking on private land with is a civil matter?

    NSL do have a lot of contracts with councils for on-street parking enforcement and as their appointed agents. If this is the case then, I suspect that your fine is probably an on street offence and pepipoo would be in a better position to assist. forums.pepipoo.com
  • This was not on the street as where normally you get a council fixed oenalty charge notice, this was given to me in a private estate where i think you usually need a estate permit which i didnt have but however the signs were not displayed next to the bays.
  • Did you receive a notice on the windscreen? If so then wait for a notice through the post and do not contact Parking Eye or Tower Hamlets Homes. In the meantime read some recent posts. Look at the last few pages of the POPLA decisions thread at the top of the page and google GPEOL (Genuine Pre-Estimate Of Loss).

    When you get the Notice through the post the we can assist further.

  • Yes the ticket was given on my windscreen, it does say POPLA at the back of the ticket so now i believe it is definatly from a private company?

    If you can scan the ticket in, upload it to tinypic and place a link here minus the http part so we can see what you have, just redact personal information that could identify you.

    It would help if you could provide details of:

    1. Who issued the PCN
    2. To whom appeals may be made.

    Having seen the details on pepipoo it seems that the issuer was Tower Hamlets Homes. They are also seemingly offering an appeal to POPLA although in order to do so they would have to be members of the British Parking Association Ltd's Approved Operator Scheme - which they are not.

    I suspect that THH are following the example of other London Boroughs who have been using the services of Wing Parking Ltd but have retained the work in-house (although it seems back-office is carried out by NSL) presumably to retain the financial benefits.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    Tower Hamlets Homes (THH) are a council social housing provider. They operate as a private landowner. THH have an "agreement" (not a contract) with NSL to provide parking enforcement.
