permission to update a leasehold maisonette?

just about to purchase a 2 bed, 2 floor maisonette hat has a single storey flat beneath it. its ex local authority and needs updating. question is who do i contact to see if i can replace the front door and windows for Upvc ones also im thinking of a loft conversion, who do i need to contact?

i would contact the local council as i would assume they still own the freehold. They will probably send there own surveyor and want to see the plans for the loft conversion etc.... Dont forget you might need planning permission as well for the loft conversion unless it falls under permitted development where you can extend by a certain percentage check with the planning office. Also you will need building regulations for the loft conversion they come out at various set times through the project and then sign it off at the end and give you a certificate. Call buiding regs to get the application form.
as for the double glazed windows again contact the freeholder for permission and then make sure you get a fensa registered company to fit them, if they are not fensa registered you will need to get building regulations to come out and sign off on the work and give you a certificate.

As Divadee says the Freeholder owns the building and the land so you have to get their permission before you alter the structure.0
