If he takes the fixed penalty I cant see how he will get done for the other offences. Personally I think he should but cant see where in the current system this would be picked up.
Where I live I have seen 3 types of camera set up
1 The DVLA camera cars after the sorn and no Vehicle Licence.
2 Mobil Speed cameras
3 Automatic number plate recognition cameras complete with police cars waiting down the road to pull you for any offence.
My guess is your mate got caught by No2.0 -
