It's actually the other way round !
As the scheme achieves its objective of increasing panel production and hence reducing their cost the need for support payments to incentivise them is reduced.
Yep. Already giving coal a run for it's money in India (where a lot of poor people live):

"States have realized that solar sector is positive as most solar radiation in the worst parts of India is better than in the best parts of Europe. Solar is a serious area to work for large scale projects in India."
And the huge global increase in production, and reduction in price can largely be traced back to the multitude of FiT schemes, particularly the early/large scale ones in Italy and Germany. :T
