Guidance on a new desktop PC please.

I have been charged with looking for a new desktop computer for somebody (dunno why, Im not exactly knowledgeable in this area) and wondered if anyone had seen any bargains. What it must be able to do.......
Be reasonably quick in its actions
Be able to write CD's
Have some sort of word processing software to print out leaflets
Be of good quality, and last a while
Thats about it really.
Cheers for any guidance.

Assuming low price is the main factor...

word processing doesn't need speed, all machines are fast nowadays.

It is to replace, but there is a few things wrong with the old one. The power pack sounds like it is on its way out, the writer does not work any more, and its just plain knackered.

£20 could buy a new psu and writer, if they are really faulty, fan might need a clean. A windows reinstall cures most things, including speed.
Itunes and some other software can cause cd problems!!

Technically OEM editions of Windows are for system builders (I don't think there's any way of telling the difference, but I'm willing to be corrected on this), so if you feel awkward about installing that it'll cost about double for one with a 'full' licence.What will your verse be?
