My son has autism, and he loves riding buses all over the county, and neighboring counties too. I guess it is a way to assert his independence. He is very savvy and aware of dangers, and he asked to go further afield, like London, and that concerns me a bit.
Is there a way to track his iphone 3gs, without his knowledge, so that I can find out where he is at any given time?

How accurate do you want to track? There are some systems where you can check which cell a phone is in for like 50p/time (needs to be set up on the phone, but can be done as a one-off). If you want GPS-level tracking, his battery is likely going to be flat before the end of the day (London always flattens my battery fast!)0

Its a bit pointless trying to do surveillance without his agreement. Though if he's very tech unsophisticated you might have his iTunes password already and can use Find My iPhone any time to track him.
If you want him to buy into the idea himself, consider Glympse as featured this week on Click the weekly BBC computer programme.

This is a more social way of sharing location where he can be in control of when you monitor.0 -
Assuming he is legally an adult, I strongly suspect that it would be a criminal offence to track his mobile without his permission.
There's quite a few companies that seem to offer this service though. A quick web search might help: https://www.google.co.uk/search?q=mobile+phone+tracking0 -

Its not a criminal offence. Police and other agencies have to get authority through the legislation RIPA, but private people can spy all they want..NO to pasty tax We won!!!! Just shows that people power works! Don't be apathetic to your cause!0 -

Really?! I'd be very surprised if that were the case. These pages relate to tracking vehicles (as opposed to phones), but I imagine the law is very similar if not the same.
You can ONLY track a vehicle if the driver gives consent. And covert tracking devices are illegal in the UK for public use.

Find my iPhone will work, but that would require you to log in to iCloud with his AppleID & password.
The other option is to use "Find Friends" - if you also have an Apple device and your own AppleID. You set yourself up as a friend, and then it will show you where he is.1. Have you tried to Google the answer?
2. If you were in the other person's shoes, how would you react?
3. Do you want a quick answer or better understanding?0
