could anyone tell me in an IVA is the amount allowed for "housekeeping" a set amount, or does it vary on my partners review he is allowed 313.00 which has been the same for the last three years Many thanks

...That all depends how many adults/children there are in the household. Assuming you are a couple, your 'food toiletries and cleaning' guideline amounts are £200(min); £276(guide) and £341(max).
The amounts allowed for housekeeping and all the other allowances can be found in the Stepchange Budget Guidelines here (just copy and paste into your browser):

(These are the 2012 guidelines, I have not got the 2013 version yet).
Important for you partner to properly review ALL expenditure at review time. If as you touch upon, you don't make any changes, you will struggle with your IVA more and more as the years elapse.
