Debit Card Payment Fee

Hi All
Nearly 4 years ago my wife took out finance with Santander for a car loan. As we are self employed we decided not to set up a direct debit but to pay with a debit card. After i'd say 5 months or so they started to ask us for a £12 admin fee for using a card...this seems excessive and unfair....Sometimes (including today) the person taking the payment forgets to add this payment on...in my opinion this means that it isnt a vital cost covering excercise and simply a money maker....should i ask for a refund? if so who should i contact?
