Always download from source: http://windows.microsoft.com/en-gb/internet-explorer/download-ie
Do you want to re-install for a particular reason? There's always this fixit if you're having problems.

It may be a case of going into control panel, "Programs [and Features]" and choose "Turn windows features on and off", depending perhaps on which operating system you are.
There should be a check box for Internet Explorer, check it and it will re-activate it (reboot required).

Many thanks for your input.
IE has become unusable, I keep getting the "IE has stooped working & will know close down". sign.
