    Students don't pay. 2 students + 2 workers means the two workers pay 50% each. 1 worker means they pay 75% on their own as they get the single discount.

    They may do in some case - it depends on the exact makeup of the household.

    If they are all joint tenants in the property then the students would be disregarded and the council tax charge would fall on the non-student tenants - if they aren't all joint tenants then the situation is different.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    When the students are probably trying to make ends meat you can understand the frustration when you have 2 professionals living there.

    As a recent graduate who is now a young professional I have less spare income now than I had as a student. Between my part time earnings (full time in the summer), student loan and small allowance from my mum every month I earnt about the same, if not more, than I earn as a young professional but without needing to run a car or pay for bus fares to work every day or pay for work clothes and packed lunches and with plenty more time to shop around and get the best deals. At my university I was the only one in my flat in first year who even worked and throughout my studies the vast majority of people I met were mainly bankrolled by their parents who paid their rent and bills leaving them with their student loan for spends! That's an enviable position disposable income wise.

    The assumption that the two students are struggling to make ends meet and the professionals have more money is a bit naive.

    OP when I lived in mixed houses (students & professionals) we decided on what would happen with CT before we moved in so everyone could make a decision based on their preference. In one house only the professionals paid it, in another we all split it between all of us. The bill belongs to the household not the individual so you all need to come to a compromise where it gets paid. Could you all not pay a percentage based on your income so the wealthiest are paying the most but everyone's contributing?
