Hi there,
I have recently had a parking ticket from Parking eye asking for £70 (reduced to 40) because i overstayed in a free carpark for around 15 mins too long. I did use the shop but haven't got a receipt, however after reading all the information available here i see that admitting guilt is the first step and to get it cancelled through POPLA. My only question is and i have not found this very clear, what do i write when appealing to Parking eye? Do i just that i admit i was there too long, but the charge is excessive and if not cancelled can i have a POPLA code? I've just had my 2nd letter from PE yesterday and so far have not responded.

Sounds like you've done a bit of reading around so :T for that firstly!
Secondly, don't admit anything. The reason you are aiming to get the charge cancelled is because PE are charging non-GPEOL charges. Don't admit to being the driver either, there's no obligation to. Here was my soft appeal letter I sent to PE:Dear Sirs
PCN Number: xxx
Vehicle Registration: xxx
I am writing to officially appeal against the above noted parking charge.
Specifically, on the following grounds:
1) The signage on the relevant car park was not prominent enough and at no time was it communicated clearly (either in store or on the car park itself) of the restrictions imposed. Additionally, I do not believe that the signs are fully BPA compliant.
2) The sum noted is not in any way a 'genuine pre-estimation of loss'.
3) There was not any time a contract between us and ParkingEye Ltd. We did not see any contractual information upon entering the car park (see point 1), and as such no contract was ever entered into.
I therefore demand that you cancel the PCN immediately.
If you do choose to reject this appeal, please advise me the basis for this allegation (breach of contract? trespass?). I also request that you send me a breakdown of the loss caused by the incident on that day (see point 2). Furthermore, I wish to see the contract between yourselves and the landowner. For reference, this, and other evidence I deem necessary, will be asked to be produced at the next appeal stage.
If you do not wish to accept the above, in line with BPA requirements, please send me a POPLA code in order to launch an independent appeal.

Thanks for your responses guys.

I have sent the appeal to Parking eye, now to see what they send me by letter, i assume they will reject and i will have to take the POPLA code to take it further. I cant really make a complaint as i don't have my receipt and i paid with cash, so i can't prove i bought anything (unless they check cctv haha).
The dates involved are; event 22/10, issued 25/10, due 22/11, 2nd letter date 03/11. Hope that's what you meant?

Yes those dates show they sent it in time.
But don't assume you can't complain to the Store Manager in person, for goodness sake you were a customer and you are allowed to pay cash! You should get angry about this harassment not think you have no leg to stand on. If you have ANY Aldi receipts from any weeks take them and the offending fake PCN into the shop and demand to see the Store Manager (no-one else will do). Insist that this rubbish quashed or they have lost your family's business forever. Fifteen minutes overstay indeed - that can just as easily be caused by queues in store or at the CS desk! How dare they try to fine you...really get assertive!
If you've not done an assertive complaint in a shop yet in life, now's the time to dress smartly and march in there meaning business! Try it! Store Managers at Aldi MUST have been briefed about this issue since the facebook page was virtually 'infected' by PE in the same way they have infested the Aldi car parks.
