I think it's referring to a feature of Flash Player, and it's aimed at speeding up video streaming. It's nothing to do with Acrobat/PDF. Read here - http://www.macromedia.com/support/documentation/en/flashplayer/help/help08.html
To disable it globally just go to Control Panel > Flash Player (if you can't find it type "flash" into the search box in Control Panel) and choose the Playback tab and select "Block all sites from using peer assisted networking".0 -
