Meteor Parking and PCN Debt Recovery bylaw 14

Hi

I parked in a meteor train station car park on 13th September 13 and I got a parking charge notice which I didn't pay because of it being a private firm issuing the ticket.

I have today received a letter from PCN Debt Recovery and Prosecution Service saying I owe them £90 and its now too late to get a discount etc etc and that I owe them the money regardless of who was driving at the time.

At the top it mentions railway byelaw 14 and at the bottom it says 'further failure to pay the increased amount will result in magistrates court summons against you under the railway byelaws and may result in a court fine of up to £1000 in addition to any compensation or court costs. A collection order may be made by the court to recover any unpaid penalties'

In small print at the bottom it says 'London and south eastern railway ltd trading as debt recover and prosecution service'

Please can someone give me some advice on what to do from here?

    Not sure on this, can you post this on https://www.pepipoo.com for advice as well, bylaw tickets are not very common and I'm not 100% what to advise. Does it mention bylaws on the signs there and on the actual ticket?
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
