Council parking ticket

Hello all
Got a council parking ticket on my hands for parking in a residents only zone, and am a bit puzzled by the regulations. I didn't park illegally on purpose, there weren't any signs within the entire stretch of road - maybe 15 metres either way, and no road markings at all.
I'm looking at the TSRGD and from what I can see, there are supposed to be marked bays, aren't there? Elsewhere in the same town (Oxford) there are usually bays to go with the signs, so they marry up and there's no space for confusion, which is fine by me.
I took pictures and sent them to the company that deals with the tickets and they told me "the entire are is permit-only", referring to an area of maybe 6 streets, probably a half-mile square and the "there are signs at the entry to the area" or words to that effect.
Am I right in thinking they've just skimped on signs and road markings, and if so, are they able to enforce tickets not near sign posts?
Does anyone know which specific bit of the TSRGD I can quote?

You could be a in a Controlled Parking Zone that covers the entire area. The advice is to post on https://www.pepipoo.com for help with this council ticket. They will need to see your PCN and letter from them, so scan it in use tinypic and post links from that in the new thread you createWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
