I've just moved to Belfast and did a Sky house move transfer. My new phone number is 02895. The BT engineer explained that 95 is the Belfast prefix specifically for Sky customers. 90 is pretty jam packed so BT have retained 90 and other companies like Talk Talk and Sky have new area prefixes.0

From OFCOM"The need for additional numbers in Portsmouth, Southampton and Belfast arose at the end of 2005. Ofcom made the required numbers available for allocation in the Scheme by opening up 023 81 for Southampton; 023 93 for Portsmouth and 028 95 for Belfast."
"We will consult on modifying the Plan to reflect that the Southampton codeis 023 8; the Portsmouth code is 023 9; and the Belfast code is 028 90, 95, 96 and 98when the next opportunity arises to consult on such changes."
So looks like if 95 is exhausted 96 then 98 will be used.

I got a 02895... number from VOIP provider connexion about 5 years ago - I didn't have a landline in house so this allowed me to have a 'landline' number. Confused my local takeaway when they seen the number and we told them we will be around in 10mins!!0

It tells you that (028) is the NI code and that 95 is a prefix on the local number used for Belfast...
The simplest test: dial the number without the 028, from your landline. If it connects, then it's a local number...0
