I would say definitely contact the land owners! Napier are their agent (the land owner is the principal), so land owner is jointly liable for any law breaches because their agent are doing the work for them.

I have found out that Napier are contracted to run the car park and do not own the land. Should I have a go at contacting the land owners?

Thear Park is owned by St George Central London Limited. St George Central London Limited has entered into a contract with Napier whereby all rights and obligations concerning the management and administration of the parking services at the Car Park are assigned to them.

How is this for an appeal letter to the PPC? Not my own work BTW.
Dear xxx
In regards to the invoice received with ref number xxxxxx dated xxxxxx, the keeper denies all liability to your company. Enclosed is a copy of a blue badge that confirms the vehicle had a disabled person on board. If you reject this challenge the keeper requires within 35 days a POPLA verification code for them to appeal independently, per Version 2 of the BPA Code of Practice.
The keeper has nothing further to add, and will not respond to any correspondence from your company unless it contains the POPLA code.
The challenge will be deemed accepted if there is no POPLA code on any rejection that you supply within the time-frame stipulated above.
