Insulation in HA property?

I've been trying to find info on this everywhere. I'm in a HA maisonette, only moved in this year and no idea what insulation there is. I approached my HA and they said nothing can be done until April next year when they find out IF I'll be lucky and get insulation/improve home energy saving in the next 2 years! They said it'll probably be 5 years+ before anything is done.

Now we're at the top of a four storey block, with hurtling winds and rain off the opposite park. It is freezing. The windows are single glazed and there are old pinhole vents in brick walls throughout the house, letting out all heat and letting in great gusts. There is one above the bed I share with my toddler, meaning I've had to stuff it with paper and tape over it.

I'm with Scottish Power but it says no free insulation offered to HA tenants? I don't understand- if the HA, council or electric company are not going to do it, what do I do?

I'm going to get some glazing film and draught excluders, but if anyone can help with this situation, please do!

Ask your HA if you can do it yourself as an improvement, that then can be billed to them when you depart the property. Remember to keep all receipts, although it could pay for itself over 5 years.

Are you a starter tenant, or a 5 year fixed term tenant? This will impact the result.
