do concrete garages require planning permission?

Of course it is, and it had been said many times before I posted. I also specifically said that all other criteria needs to be met.
But people here are offering very differing advice, much of it wrong. There is a bucket load of official advice that we can link to so that we don't have have to answer with complete misinformation and the OP might have a fighting chance of a sensible conversation with a planning officer.
The planning portal is an excellent website, gives people a much more confident place to start from than being given blanket bans on conservation areas and the complete go ahead from a manufacturer.Everything that is supposed to be in heaven is already here on earth.

You have to ask yourself why they ask here then?
I can offer 1 answer, that's that they want to know what other people have done?, have they fell foul of the council? and did all the red tape come into play?

You don't need to have one. Even when you sell, there will be a question in the sellers pack that asks for relevant certs etc. you can say n/a - falls under permitted development. If a buyer demanded one in the future then you could produce it, but for a detached, pre-fab concrete garage, it's not going to happen.
You still might want to pop down to your local planning surgery, just to confirm it's PD and they haven't removed your rights for whatever reason (usually big previous extensions and suchlike or a recent build with not a great deal of land around it for parking etc)Everything that is supposed to be in heaven is already here on earth.
