POPLA Appeal - help needed

Hello all
I fear I might have left this too late as I only have until Tuesday to submit a POPLA appeal
I was sent an ANPR generated ticket back in august stating that I had overstayed at Sainsbury's Colney Fields car park managed by Euro Car Parks.
The car park is a free car park with 5 hour limit and apparently I overstayed by somewhere around an hour.
I sent an appeal to ECP within the allowed time on the grounds that the £70 charge did not represent any form of genuine loss to landowner or ECP as it is a free car park and the charge is punitive.
My appeal was of course rejected and I was sent a POPLA reference number. The 14 days to pay the discounted rate as how passed so I now need to submit the appeal to POPLA by next Tuesday but am not sure how to best do this. Can anyone offer any advice?

Try reading here (last couple of months of appeals and decisions) and work up a draft appeal and we'll advise on that.

Loads of time to submit online at POPLA which is instant - but are you SURE about your deadline? Are digits 4, 5 and 6 of your 10 digit POPLA code, 281 (i.e. generated on Tues 8th Oct?). Thanks for the heads up on the date coupon mad, I've checked my code and it is 280 so generated on 7th October so I will make sure I submit online by Sunday to be within the 28 days.
I've had good read through all the posts and will go down the does not constitue genuine pre-estimate of loss route which is essentially what my original appeal to ECP was.

NEWBIES - IF YOU HAVE A POPLA APPEAL TO DO, PLEASE ALWAYS INCLUDE THE WINNING POINT THAT 'THE CHARGE WAS NOT A GENUINE PRE-ESTIMATE OF LOSS' WHICH WILL WIN AGAINST MOST PPCS. SECOND MOST COMMON WINNER IS 'THE PPC DOESN'T OWN THE LAND AND HASN'T SHOWN THEY HAVE AUTHORITY, TITLE OR LEGAL STANDING TO PURSUE THIS CHARGE IN COURT IN THEIR OWN NAME, NOR TO FORM CONTRACTS WITH DRIVERS. THEY ARE A MERE AGENT.'
