Okay --- but have you spoken to the owner of the flat, in case they've permitted somebody to park there?

If it's not your bay then what business is it of yours?

Change is inevitable, except from a vending machine.

Claim it via the dvla. Not strictly kosher as you are not an agent of the landowner but do it quick enough-free car yay!...

About 3.5 weeks ago, a car with no car tax disc parked in a resident's allocated bay. The owner of the flat and the allocated bay does not have a car and lives alone.

    Translation:

Some car has turned up and i don't like the look of it . The person who the space belongs to does not drive so I didn't bother speaking to them. Now because I'm such a nosy pr*ck I want to stir up some trouble for someone and feel like I have some power. I really want the car gone, I don't have any rights to the space and it's absolutely none of my business but I'm a real ###hole and just got to do something to make life difficult for someone.

Well done op, you're just like my neighbour who took the very same stance as you. I parked my SORN'd car on an old ladys parking space that she owned as a freeholder WITH her permission. Very next day the neighbour next door had reported it to the council who then made all sorts of threats against me. Get this.. just like you, the woman who reported it didn't bother to check with the owner of the parking bay because the owner didn't drive

Seriously, stop curtain twitching and get a life. Unless its your parking space its none of your business.

Yup, not understanding why OP thinks it's such a problem.
