If i Purchase (send money) to someone on paypal, is this a purchase or cash advance from a credit card?
This transaction will not be going through ebay etc just the 'send money', 'im paying for goods and services' bit.

You won't be charged at all by paypal.
Your cc will levy their normal charges on purchases if you don't pay your bill in full.
The recipient will pay all paypal charges.0 -
A cash advance is exactly that - presenting your card and obtaining cash.
Paypal (regardless of who you pay) is a purchase.0
