yes scammers are known too use autodialers that just constantly dial numbers in the hope someone will pick up and become their next targetI don't see any hint from what you said that the scammers have any more than a phone number.
And anyone can dial (say) 229 3213 to try this approach, if they get hung up on, or don't get a reply, try 229 3214, 229 3215, etc etc0
