Motley Fool ISA Mini Administration Charge

I need some urgent help.
I've had an inactive Stocks and Shares ISA ex MINI with The Motley Fool since 2007. It was opened, as far as I remember, when I opened a ShareBuilder account back in January 2007. As I've already said I have never used it, and never really give it much thought, for at the time no administration charges were applicable.
Imagine my surprise and irritation when I opened the post today to find that on the 11th November 2013 they are going to debit an administration charge of £15 for the account.
Firstly, this is the first I have been told about any applicable charge or indeed any changes in terms and conditions.
Does any one know when the T&C changed?
I obviously do not want to part with £15, especially since I have never used the facility. What should I do?
