If you have a 'Rescue Disk' burned from your anti-virus program you can usually get round this access permission problem by booting from the Rescue Disk. These generally boot into a Linux environment and incorporate a File Manager. Find the offending folder in the File Manager and delete from there. Make sure that your Windows system is shut down properly beforehand (as Linux has to 'mount' your drives) and be careful with the File Manager as you have unrestricted access to absolutely everything.
Want to thank you all for the helpful advice. I used the info from the link that cookie365 supplied and that worked perfectly, after I had renamed the file back to windows.old. I lost a couple of the programs on the task bar, but they were not important, so can find them again.
