Economy 10 problems

Hi,
I'm on an Economy 10 meter with Scottish Hydro.
We're really low users and with our previous companies had low payments and sometimes pay outs.
Our DD with Scottish Hydro is £50 per month. We can't really afford any more than that. There's a bill racking up on the account as we speak.
I phoned them last month to tell them I was struggling with the payments and could they suggest anything - I found a switch in the cupboard that I didn't know the use for so switched it off. She told me to phone back in a month or so to see if it affected our usage.
I phoned today and gave meter readings and the man I spoke to said he thought maybe the rates were switched and we were being charged the wrong rate at the wrong time. He said to phone back after I'd used some energy on the off-peak time (1.30pm-4.30pm). So I did, he hadn't even noted my meter readings from earlier so it was totally pointless.
The woman I spoke to this time is phoning me back for another reading to try and work out the situation but I'm not sure she even understands the problem.
I've totally confused myself thinking about it all now and trying to work out what it means for my bills. Can anyone help?
