faulty meter? One unit per 100 flashes instead of 1000

Prepay meters have a decimal point. first 5 numbers are used in nearly all domestics. A Greek meter ( Iskendon) was fitted about 8 years ago which had 6 numbers on show leading to many huge bills being sent by the auto billing systemsWhat decimal point? My digital meter just has 5 numbers on it, no decimal point.

Oh yes they may.
Sure - they won't charge you if there is a fault found.
But 11.a.v1 - for example of http://www.npower.com/home/electricity-and-gas/products/standard/#tab_3 says they will charge.0
