Power Cut

My desktop computer will not start up properly after continuous power cuts last night. It turns on goes to windows and then goes into safe mode. I've tried rebooting it, turning power on and off but it keeps showing the same message over and over again. It gives me so many seconds to change something but what? Any help appreciated I'm useless with computers.
Also would my contents insurance cover this if it's broken.

you need to change this too last known good configuration, you can get this menu if you press f8 when computer is booting up then use the arrow keys to move it to Last known good configuration and press enter

when you turn on your computer start pressing F8 constantly until this will bring up the menu that mizzy is taking about0 -

Have now got this on my screen, but cannot press it - my keyboard will not allow me to move arrows up or down?

press the "tab" key I think to jump between sections on the screen. then see if you can move up or down
What Windows version is it? their is a manual way to load "last known good configuration" but it's not newbie friendly!

Tab not making any difference, it's windows XP
