where best to put £20,000

Hi Everyone, My dad is 89 and looks to me to help him with his money. He has 20k in a bond which will mature in Dec, and with rates so poor Im thinking a new current account might work better for him. Santanders 123 looks great at 3% but he lives with me and so has no bills[ie direct debits] coming from his current account [which is with Halifax]. He gets just over the £500 income through state pension/benefit. Im wondering what small direct debits he could set up to meet the requirements. I have a subscription to which magazine. Could that be transferred to him? then he would need another. Any suggestions /advise on other account welcomed.
