However you look at decorating someone else's property, I think £50 is a pitiful suggestion. Just a thought, but (as a compromise) you could ask the LL to buy the paint etc. (although you might get stuck with their idea of a good colour scheme lol) and you will DIY the decorating. If they do agree, make sure you get it in writing so you have proof when it comes to checking out time. Since you haven't even moved in yet, if THEY want it professionally done, THEY should be paying for it, not you.0

The story about the decorator may or may not be true. Frankly if it's not done before the start of the tenancy then I think you have little prospect of them doing it. You can get it in writing but this won't necessarily protect you (And may prove difficult to enforce).
If they don't want to spend the money on this (or don't have it) what else won't they do/fix repair? It's not a good sign.
Logic says you should probably be prepared to walk away although obviously location, price etc may be a factor in how easy this is to do.
