Royal Mail customs charge on mystery package

We got a card through the door today asking us to pay 10 admin and 5 duty on a package. We haven't ordered anything recently so we don't have a clue what it could be.
If a friend in America has posted us a parcel it is likely to be chocolate or something similarly low value.
So, here's the question: is it possible to ask that the parcel be opened to either prove it needs duty paying and if not have it removed / refunded... or even to just check what it is and decline acceptance?

They may well have already opened it if the customs forms were not correctly filled in.

they wouldnt be opening the package before payment. opening mail in transit is illegal
