Shared garage roof leaking

Hi
Can anyone give me some advice before we call in the roof repairers (don't want to get ripped off again!)
Problem is we have a semi-detached garage with our neighbour - not attached to either house. Flat roof with asbestos corrugated sheets.
We have had the asbestos sheets on our side removed and replaced with fibreglass roof. Trouble is there is a centre asbestos sheet which overlaps both garages. Fibreglass roofer built our new roof as far as this centre panel and said he would come back to complete whole roof when our neighbour decided to repair his side.
This is never going to happen. Neighbour does not use his garage and has no interest in its upkeep. Centre panel is leaking badly and water is running into our garage, dropping onto floor and running along the wooden roof joints.
Special bitumen coating wore off after a few months. What are our options eg I've heard about foam filling but not sure how this works. Alternatively, would it be possible to fit something over the centre panel or would this cause problems with the asbestos or cause further water to run into our neighbour's garage (don't want him claiming we've caused his roof to leak and suing for new roof!!)?
Any thoughts would be appreciated.
