Urgent Help Parking Fine received from UK CPS Ltd

I have been on the receiving end of a parking ticket from UK CPS Limited and my immediate reaction is to challenge this ticket.

I run a 24 hour, 7 day a week emergency service to domestic and commercial clients. I was attending to a job at a block of flats for a property letting company. There are a number of car parking bays at the rear of the flats which I have to admit are clearly for the use of cars but I assumed that as I was genuinely providing a service to one of the residents living in the flats it would be acceptable for me to park my liveried commercial vehicle in the car park. Additionally there are signs up but from what I can recall the signs state that the land is private land/private land car parking. I have received a parking fine from this company and intend to challenge it 100%. Can anybody please help me and explain a step by step procedure what I need to do.

Many thanks

Take a look at the procedure here http://forums.moneysavingexpert.com/showpost.php?p=63099617&postcount=2

I would get in touch with the management company of the flats telling them that you were protecting their property (the block) and would they get the PPC to cancel.

    That's number one.

Did you get a windscreen ticket and if so when?

Have you had a Notice to Keeper through the post and if so when?

You don't contact the PPC (parking Co) till you get the NtK but contact the flat's management company now.
  • Thanks for your prompt response on this. I will contact the Property Management Company tomorrow to see if they are prepared to get involved.

The ticket was left on the windscreen of my vehicle with a time first observed of 13.10 with a further time of 13.16?

Windscreen ticket = too early for the most effective challenge, so instead, realise that you have loads of time to COMPLAIN to the company/landowner.

Only when UKCPS send you the postal Notice to Keeper do you challenge it so hold your horses for all sorts of very good reasons, which will help you win the POPLA appeal if you have to take it to that stage.

Usual advice here including examples of how to challenge when it's time, how to win at POPLA, how to complain effectively about these fake PCNs:

    http://forums.pepipoo.com/index.php?showtopic=83749&st=0&gopid=874216

also if you would rather try to get a PPC to drop the charge before POPLA by sending them a humdinger of a challenge, here's an example which worked:

    http://forums.pepipoo.com/index.php?showtopic=82050&st=20&p=882435&#entry882435

...and loads of useful UKCPS forum threads can be easily found if you Google search these words from one of their template letters:

    'UKCPS address the factual issues'.

So do that Google search of those words now and read and learn from any results on here or on pepipoo forum, about a ticket from this bunch of shysters, received within the last 6 months. Don't do a general search for 'UKCPS' or 'do I pay a Parking charge?' as you'll find unhelpful old threads when the advice differed.

We know how to help you beat this. DON'T appeal yet, we know you are itching to - but DON'T. And do not respond to private messages about it (could be from UKCPS).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • Since posting my initial post I have established some information which may in fact alter what I need to do next. As initially reported, I attended this property (ie flat) on behalf of a letting agency. The area where I parked was where I believed to be the residents parking but I have since established that this is not the case and the parking area where I received the ticket is actually parking for office staff from an insurance company. So basically the letting agents can't really assist me. Can somebody out there please help me and let me know whether I can still go ahead and appeal against this ticket. Not exactly sure what to do now?

    Many thanks:(:(:(:(

"nothing has changed" except that the complaint to landowner might be off the table.

That said though a polite enquiry to the insurance firm might yield a result.

The signage must have been even worse than usual if you missed the delineation.

Even more emphasis on that as an appeal point then.

Correct. I also wouldn't cut your ties with the Management Company just yet. If they can add pressure onto the Insurance firm and support you by stating that you were protecting their property through doing an emergency service (out of office hours??) that can only help your claim. Two pronged attack could be better than one.

But in the first instance, yes, you do need to contact the landowner to get this charge removed. Otherwise, all the info you need is above...

    ;)

Follow the set proceedure, soft appeal to scammers, hard appeal to POPLA.
However do read all and any signs when parking on private land, this is the new clamping, or "paper clamper's" as I call them and your MP thought it was a good idea to make a new law to help them scam you.
    Be happy...;)
