There's only one rule in my book, and that is to be sensible, forget doing on say saturday. It's much more important to do it when the stuff is dry, and more importantly when the wind is in the "right" direction.
This varies dependant on location, consider roads and the cardinal rule here is tell the neighbours if you have them, lets them shut windows, ensure washing is in etc.
I too checked with our local council, the myth that it has to be after 7pm or similar is just that, a myth. No need to inform fire brigade either for a conventional garden waste burn.
The only thing they are bothered about is the frequency of your pyrotechnics, I'd guess once or twice a year is most homeowners limit, if you were doing it every weekend, then you would likely be reported.
If you have a garden that warrants a bonfire you will have a garden hose, keep it loaded and at the ready.
Taking all the above, the message is again be sensible

A good way to stop the neighbours complaining is to ask them if they have anything they want burning.
